The VCSA program is an 18 month program for felony drug offenders, with more stringent admission criteria.  To be eligible, the offense must be for simple possession of drugs, and not dealing.  The defendant cannot have prior drug offenses or have been through the deferral program on an OMVWI offense.  The cost is $400.00, plus a State Drug Interdiction fee of $200.00.  In this program, the offender is also assessed and referred for appropriate treatment services, but there is the need for close monitoring and follow-up for a longer period of time.  Upon successful completion, the offense will be reduced to a Class A Misdemeanor conviction, with fine and costs in accordance with Indiana Statute, but no jail time involved.
