License Required

The Building Commission has a long standing ordinance for the licensing of contractors and tradesmen. This established process has been developed with partnerships with the local industry and is for the protection of our citizens and businesses. Our contractor and tradesman license program assures work contracted out is done by qualified licensed professionals. Contractors and tradesmen must pass a written exam and verification of experience. In addition, provide proof of proper insurance, bond and Worker's Compensation insurance.

Homeowners Exception: A permit to perform work in or about his/her current residence and/or a new or remodeled one- or two-family residence in which he/she resides for a minimum of two (2) years after construction or repairs are made may be issued to the owner of the property or to the immediate family of the owner without an otherwise required license.

  • “Immediate family” in this case shall mean father, mother, brother, sister, aunt, uncle, son, daughter, or like relationships by marriage.
  • The owner, at the time of permit issuance, shall attest by affidavit that either the owner or a member of the immediate family described above is to perform the work.
  • In the case of an owner subcontracting footing, foundation, framing, or roofing to other than an immediate family, the contractor doing those installations shall be licensed and their names provided to the Building Commission at the time of permit application.
  • In lieu of providing the names of the licensed contractors for the above installations, the owner may be required to answer basic questions relative to code requirements indicating the owner has sufficient knowledge to properly perform the work.
  • If the Inspector is not satisfied that the owner or immediate family is capable of performing, or if the character of any work performed indicates the owner or immediate family members are not qualified or capable of doing the work, the Inspector may require a portion or all of the work be installed, changed, altered, or repaired by a qualified licensed contractor.

License Process

Step 1  Complete an application form in ink or type.  [License Application] [Background Form]

  • Make sure you clearly state the license for which you wish to test.
  • Obtain three (3) letters of reference that prove you have at least four (4) years of experience in the field for which you are applying.  Electrical and HVAC letters must be on letterhead and notarized.
  • The application and letters must be submitted at one time to the Building Commission.

Step 2  The application will be submitted to the proper boards for approval to take the test. Once this is done, you will be contacted (via e-mail or phone) with approval to contact Ivy Tech at (812) 429-9852 to schedule and pay required fee for each test you are taking.

  • Study for the exam and find out more information about resources that are allowed in the testing center by clicking on the [study guide] at the end of each license definition.
  • You are allowed to underline, highlight, and/or tab references prior to the exam.
  • You are not allowed to write information in the books or to add anything to the books with the exception of permanent tabs.
  • Exam fee is non-refundable if you do not call within 24 hours of exam date to cancel or reschedule.
  • Books may be purchased at the Ivy Tech Bookstore (812) 429-1418.
  • You will receive immediate notification of your score at the end of the exam. 
  • Electrical Masters, Master Mechanical, Sheet Metal, Ventilation and Refrigeration exams must receive a score of 75% or higher on each part to pass the exam. Passing scores for all other exams are 70% or higher.

Step 3  Exam scores are reviewed by the Licensing and Disciplinary Board on the fourth Thursday of the month for acceptance or denial of license.

General Liability Insurance Requirements

  • For Masters License, Commercial General Contractor’s License or an Unlimited Roofing License, an applicant shall, before being granted a license, make, execute and deliver to the Building Commission proof of general liability insurance in an amount not less than One Million Dollars ($1,000,000.00), with good and sufficient surety insuring all users of the licenses and indemnifying and holding harmless those persons sustaining loss or damages resulting from any and all work done under that license.
  • Residential General Contractor, Limited Roofing Contractor, Wrecking Contractor or a Sign Erector Class B, shall before being granted a license, make, execute and deliver to the Building Commission proof of general liability insurance in an amount not less than Five Hundred Thousand Dollars ($500,000.00), with good and sufficient surety insuring all users of the licenses and indemnifying and holding harmless those persons sustaining loss or damages resulting from any and all work done under that license.
  • For all other Sub-Contractor Licenses, an applicant shall, before being granted a license, make, execute and deliver to the Building Commission, proof of general liability insurance in an amount not less than Three Hundred Thousand Dollars ($300,000.00), with good and sufficient surety insuring all users of the licenses and indemnifying and holding harmless those persons sustaining loss or damages resulting from any and all work done under that license.

Surety Bond Requirements

  • Each applicant for a Master’s or Contractor or Sub-Contractor License, shall, before being granted his/her license, make, execute and deliver to the Building Commission a Surety Bond in the amount of Fifteen Thousand Dollars ($15,000.00) established in the applicant’s name on a form provided to the insurance company by the Building Commission.  [Required Bond Form]

Worker’s Compensation Insurance Requirements

  • Each applicant for a Master’s or Contractor or Sub-Contractor License, shall, before being granted his/her license, provide proof of Worker’s Compensation coverage or an affidavit stating that by Indiana Law he/she is not required to have Worker’s Compensation Insurance.
    • This must be done within six (6) months of passing the exam and approval by the Licensing and Disciplinary Board.
