DBE Program

The Federal Transit Administration Office of Civil Rights is responsible for monitoring FTA recipients' DBE programs and ensuring their compliance with DOT's DBE regulations. The City of Evansville Metropolitan Evansville Transit System (METS) is responsible for administering the federally mandated Disadvantaged Business Enterprise (DBE) Program. The DBE Program seeks to endure nondiscrimination in the award and administration of DOT-assisted contracts in the Department's transit's financial assistance programs and to create a level playing field on which DBEs can compete fairly for DOT-assisted contracts.

DBE Goal Determination

METS overall DBE goal for the period of 2016-2018 is 1.29%. Every three years the DBE goal will be updated for all federally assisted contract expenditures. The proposed overall DBE goal is calculated using a methodology approved by the FTA that considers the availability of ready, willing and able DBE firms to perform the work required on projects/contracts MET's expects to award during that period, as compared to the overall availability of firms to perform such work.

The Policy Statement can be found here. METS has agreed to comply with 49 CFR Part 26 as part of its DBE Program. METS utilizes the States UCP as its certifying agency. METS requests that any qualified DBE firm that may be able to supply transit parts, supplies, or services submit a summary of service, brochure, catalog, and/or letter of interest stipulating qualifications in area of service to:
