Internal Control Policy and Required Certifications:

INTERNAL CONTROLS

Internal controls are the policies and procedures used by management to ensure that their programs and functions operate efficiently and effectively in conformance with applicable laws and regulations. One purpose of internal control is to ensure that financial reporting of the financial statements and the schedule of expenditures of federal awards are completed accurately. It is also used to reduce the risk associated with fraud related to the operations of the governmental unit. Internal control is essentially a check and balance system over the operations. The foundation for a good internal control system starts with making sure that there are appropriate procedures in place to ensure that errors and fraud are either prevented or detected and corrected in a timely manner.

In order to have an effective internal control system, it is important to have proper segregation of duties. Segregation of duties is a common term referred to in relation to internal control. This means to have a separation of functions over certain activities that would provide internal control. The fundamental premise of segregation of duties is that an individual or small group of individuals should not be in a position to initiate, approve, undertake, and review the same action. An example of appropriate segregation of duties would
be having one individual prepare claims, having another individual review and approve the claims, and having a third individual sign the checks for payment of the claims. Without proper segregation of duties, it is difficult to have an effective system of internal control. Sufficient compensating controls would then need to be implemented. This might entail random verification and approval by the official at different points in the process or switching duties. There are two main advantages to implementing segregation of duties. The first is that fraud is more difficult to perpetrate when proper segregation of duties is in place because it would require collusion of two or more individuals. Secondly, with several individuals involved in the process, innocent errors are more likely to be detected and corrected. Officials have the fiduciary responsibility to ensure the proper accountability of financial activity. This is accomplished by making sure there is proper oversight, reviews and approvals.

IC 5-11-1-27:

(e) In the compliance guidelines authorized under section 24 of this chapter, the state board of accounts shall define and the audit committee shall approve not later than November 1, 2015, the acceptable minimum level of internal control standards and internal control procedures for internal control systems of political subdivisions, including the following:(1) Control environment.(2) Risk assessment.(3) Control activities.(4) Information and communication.(5) Monitoring.
The internal control standards and procedures shall be developed to promote government accountability and transparency.

(f) Not later than November 1, 2015, the state board of accounts shall develop or designate approved personnel training materials as approved by the audit committee, to implement this section.

(g) After June 30, 2016, the legislative body of a political subdivision shall ensure that:

(1) the internal control standards and procedures developed under subsection (e) are adopted by the political subdivision;and(2) personnel receive training concerning the internal control standards and procedures adopted by the political subdivision.

(h) After June 30, 2016, the fiscal officer of a political subdivision shall certify in writing that:


(1) the minimum internal control standards and procedures defined under subsection (e) have been adopted by the political subdivision; and(2) personnel, who are not otherwise on leave status, have received training as required by subsection (g)(2).The certification shall be filed with the state board of accounts at the same time as the annual financial report required by section 4(a) of this chapter is filed. The certification shall be filed electronically in the manner prescribed under IC 5-14-3.8-7.

(i) After June 30, 2016, if the state board of accounts finds during an audit of a political subdivision that:(1) the political subdivision has not adopted the internal control standards and procedures required under subsection (g)(1); or(2) personnel of the political subdivision have not received the training required under subsection (g)(2);the state board of accounts shall issue a comment in its examination report for the political subdivision. If, during a subsequent audit, the state board of accounts finds a violation described in subdivision (1)or (2) has not been corrected, the political subdivision has sixty (60)days after the date the state board of accounts notifies the political subdivision of its findings to correct the violation. If a violation is not corrected within the required period, the state board of accounts shall forward the information to the department of local government finance.

New Kronos Punch Detail Report for 2018:

A new Kronos Punch Detail report is available that will allow departments to use New Parental Leave that became effective 2/1/18 for those employees that qualify.

Please copy and paste the new program PunchDetail-2018 to your desktop to replace the current PunchDetail-PDF folder and use the new one going forward. Follow these instructions: Punch Detail Report 2018 .

New Parent Leave (NPL) was adopted by the County Commissioners on January 23, 2018 and became effective February 1, 2018. This has been set up in Kronos Workforce Ready (WFR) and is available to those employees who qualify. Please note that it will appear as New Parent Leave or NPL on the Punch Detail Report but will show as Regular Hours on the Pay Voucher Report in Kronos WFR.

A new Kronos Biweekly Full Time Pay Voucher report is available that will accurately reflect the dates paid at the top of the voucher and also allow departments to use New Parental Leave that became effective 2/1/18 for those employees that qualify.

Project Goal:
To explore options on upgrading the Vanderburgh County timekeeping system county wide and report those findings to the ITAC Board.  Vanderburgh County was on Kronos Timekeeper Central Windows V4.3 that ran on the XP operating system and could not be upgraded. Since the XP operating system was no longer supported by Microsoft in 2014, the subcommittee would hope to find a solution and have it in place in 2014.

A contract was signed with Kronos and the Vanderburgh County Commissioners to implement Kronos Workforce Ready (WFR) on March 18, 2014. It was implemented County wide in three Phases. The Phases were as follows:

A User Interface Upgrade in Kronos Workforce Ready (WFR) was refreshed on December 2, 2015. Click here to see the changes to the screens in WFR. All functionality from the past is there. There are only visual changes which means that you may access certain functions differently than in the past in WFR.

Tip:  Timesheets on the new interface appear much larger than the previous interface. It has been suggested by Computer Services to "hold the CTRL button and simultaneously press either the + or - key and it will adjust the size."

    Upgrade to MUNIS V10.5

    In order to process 2016 year end 1099s and W-2s in MUNIS, Vanderburgh County upgraded to V10.5. The upgrade to MUNIS LIVE V10.5 was completed on August 29, 2016.

    Along with the upgrade to V10.5, Tyler Dashboard was also upgraded to V5.8 and Tyler Content Manager (TCM) was upgraded to V4.1.  One of the most notable changes for TCM was that in order to view attached documents, you will use the paper clip icon instead of the camera icon.

    If you receive errors when in TCM, click here for documentation on resolving any JAVA issues encountered after the upgrade. Please call IT at 435-5100 if you are unable to resolve the issue.

      Property Tax Deductions

      HomeJanuary 5, 2018 is the deadline to file your property tax deductions for 2017 taxes payable in 2018.  If you purchased your property by December 31, 2017, your application must be signed and dated prior to December 31, 2017 and filed in the Vanderburgh County Auditor's Office by January 5, 2018. To be eligible for these deductions in 2017, persons must be the owner of their primary residence as of December 31, 2017. If you have previously filed a deduction on your property, you would only need to refile if you have moved or refinanced.

      To ensure that you are not paying higher taxes than you should for next year, be sure to file for any deductions that you are entitled.

      The following deductions/ credits are available to those who qualify:

        • Homestead Deduction (Standard and Supplemental) - Once filed on your residence, only needs to be refiled if you move.
          • If you are entitled to a Standard Homestead Deduction, you are entitled to receive the Supplemental Homestead Deduction.
          • Both the Standard and Supplemental Deductions are under on application and can be filed on a Sales Disclosure Form. 
          • Homestead Standard Deduction, HEA 1004-2011 amending IC 6-1.1-12-37 on Married Couples Maintaining Seperate Households.
        • Mortgage - Once filed, only needs to be refiled if you have refinanced. Must bring:
          • Date of Closing
          • Amount of Mortgage
          • Name of Finance Company or Institution.
          • Here is a link to the IN State website to view the Mortgage Deduction form. This form needs to be filed with the Vanderburgh County Auditor's Office and can be filled out at the office.
          Over 65 
          • Must turn 65 by 12/31/16
          • Combined adjusted gross income limit is $25,000
          • Must bring copies of pages one (1) and two (2) of your 2016 1040 (for all persons listed on the property)
          • Assessed value on all properties owned not to exceed $182,430
          • Must own property or been buying on contract for at least one year before claiming the deduction.
        • Over 65 Circuit Breaker Credit
          • Must qualify for Homestead Standard Deduction and turn 65 by 12/31/16
          • Adjusted gross income not to exceed $30,000; combined adjusted gross income not to exceed $40,000 
          • Must bring copies of pages one (1) and two (2) of your 2015 1040 (for all persons listed on the property)
          • Assessed value on all properties owned not to exceed $159,999
          • Must own property or been buying on contract for at least one year before claiming the deduction.

        • Blind / Disability - Must bring:
          Doctor's statement for proof of blindness or disability, or an Awards Letter from Social Security for proof of disability.
        • Veterans - with total or partial disability. Must bring:
          • VA Statement of Benefit Record (Form 20-5455) with a code one listed in Item # 15 or
          • Pension Certificate or
          • Award of Compensation or
          • Letter of Disability from your local Veterans Administration Office located at 201 NW Fourth St., Room 303 at the Old Courthouse Building.
        • Deduction for Model Homes
          •  Up to 50% on assessed value of improvements
          •  May file on property that consists of a single family residence, single family townhouse, or single family condominium unit that has never been occupied as a principal residence and is used as a display or demonstration to prospective buyers. Owner's regular office space is not considered a model residence (sales office is considered part of the model residence).
          • Must file by January 2, 2017 for 2017 taxes payable in 2018.
          • Must file each year.
          • Model residences located in a TIF area are not eligible for this deduction.
          • Note: The Deduction for Model Home Residence (IC 6-1.1-12.6) was effective January 1, 2009.  The law stated that the deduction applies only to a model residence that is assessed for the assessment date for 2009 or later.  This translates to the deduction being first available for 2009Pay2010.  In May of 2009, HB 1071 made the Deduction for Model Residence retroactive to 2008Pay2009.  Generally, a qualified owner of a Model Residence is entitled to a 50% deduction of the assessed value of a model residence.  This does not include the land on which it is located.

        • Deductions for Residence in Inventory
          • The deduction is available to a person that builds a single family residence, a single family townhouse, or a single family condominium unit and holds it for sale in the ordinary course of the person's trade or business.
          • The application must be filed for each assessment date for which the property owner wishes to receive this deduction.
          • This deduction is available to qualifying properties first assessed as partially completed or fully completed structures for the assessment date of March 1, 2012 and later years.

        History of Surveying

        The Northwest Ordinance of 1787 opened land for settlement "north and west of the Ohio River and south of the Great Lakes" ceded to the United States by Great Britain at the end of the Revolutionary War.

        Present-day Indiana was part of the Northwest Territory, a vast area that eventually became five Midwestern states, and the United States' first territorial possession in 1783 by the Treaty of Paris.

        The Northwest Ordinance governed lands encompassed by lines refined from those originally laid out by Thomas Jefferson in his 1784 Report of Government for Western Territory. Jefferson's plan would have divided the lands between the Allegheny Mountains and the Mississippi River into 14 new states. Evansville, Vincennes, Tell City, New Albany, Louisville, Lexington, and Henderson would all have been in a state called "Pelisipia."

        A rectangular system of surveying, ordained by the Continental Congress on May 20, 1785, enabled the first public surveys of the new western lands. The office of Surveyor General, established by the Act of May 18, 1796, supervised the surveying of lands northwest of the Ohio River.

        The Northwest Ordinance, and subsequent Congressional land acts, established order upon territorial lands using the Federal Township and Range System of land grids composed of square mile sections arranged in tiers of townships grouped into ranges measured westward from a prime meridian of longitude.

        Surveyors contracted by the U.S. Congress, using relatively primitive equipment and working in brutally rustic conditions, set wooden posts markers every half mile (nine markers per section) to establish the individual townships comprising 36 sections each across Indiana Territory.

        The county surveyor keeps the original plat book of Vanderburgh Countycontaining outline maps of the sections, and displaying the locations of the original government corners set in 1806 by U.S. Congressional Surveyors, John Broathitt, Daniel Sullivan, and Jacob Fowler.

        The outline maps contain the original measurements of each section in chains, show the line variations from true north followed by the government surveyors, and give the corrections they made along the baseline, range lines, and township lines to compensate for measuring horizontally along the earth's curved surface.

        The plat maps also show the locations of the Ohio River, streams, bogs, sloughs, and the trace from Red Banks (Henderson, Kentucky) to Vincennes at the time of the survey. The fragile condition of the original plat book requires additional precautions prior to scanning it into this file.

        The local political townships should not be confused with the congressional townships established by the federal township and range survey system. 
        • The federal system institutes a system of orderly land surveying.

        • The political townships are subdivisions of local county government.
        Vanderburgh County is divided into eight (8) political townships established by the Board of County Commissioners between 1818 and 1845.

        The Act Dividing Indiana Territory, 1805, detached Wayne County from Indiana Territory and made it into Michigan Territory, setting the stage for Indiana statehood.

        Indiana attained statehood on December 11, 1816, with its capitol at Corydon, where the Territorial Convention convened on the second Monday of June, 1816, "for the purpose of forming a constitution and state government."

        INTERNAL CONTROLS

        Internal controls are the policies and procedures used by management to ensure that their programs and functions operate efficiently and effectively in conformance with applicable laws and regulations. One purpose of internal control is to ensure that financial reporting of the financial statements and the schedule of expenditures of federal awards are completed accurately. It is also used to reduce the risk associated with fraud related to the operations of the governmental unit. Internal control is essentially a check and balance system over the operations. The foundation for a good internal control system starts with making sure that there are appropriate procedures in place to ensure that errors and fraud are either prevented or detected and corrected in a timely manner.

        In order to have an effective internal control system, it is important to have proper segregation of duties. Segregation of duties is a common term referred to in relation to internal control. This means to have a separation of functions over certain activities that would provide internal control. The fundamental premise of segregation of duties is that an individual or small group of individuals should not be in a position to initiate, approve, undertake, and review the same action. An example of appropriate segregation of duties would be having one individual prepare claims, having another individual review and approve the claims, and having a third individual sign the checks for payment of the claims. Without proper segregation of duties, it is difficult to have an effective system of internal control. Sufficient compensating controls would then need to be implemented. This might entail random verification and approval by the official at different points in the process or switching duties. There are two main advantages to implementing segregation of duties. The first is that fraud is more difficult to perpetrate when proper segregation of duties is in place because it would require collusion of two or more individuals. Secondly, with several individuals involved in the process, innocent errors are more likely to be detected and corrected. Officials have the fiduciary responsibility to ensure the proper accountability of financial activity. This is accomplished by making sure there is proper oversight, reviews and approvals.

        IC 5-11-1-27:

        (e) In the compliance guidelines authorized under section 24 of this chapter, the state board of accounts shall define and the audit committee shall approve not later than November 1, 2015, the acceptable minimum level of internal control standards and internal control procedures for internal control systems of political subdivisions, including the following:

        (1) Control environment.(2) Risk assessment.(3) Control activities.(4) Information and communication.(5) Monitoring.


        The internal control standards and procedures shall be developed to promote government accountability and transparency.

        (f) Not later than November 1, 2015, the state board of accounts shall develop or designate approved personnel training materials as approved by the audit committee, to implement this section.

        (g) After June 30, 2016, the legislative body of a political subdivision shall ensure that:

        (1) the internal control standards and procedures developed under subsection (e) are adopted by the political subdivision;and(2) personnel receive training concerning the internal control standards and procedures adopted by the political subdivision.

        (h) After June 30, 2016, the fiscal officer of a political subdivision shall certify in writing that: (1) the minimum internal control standards and procedures defined under subsection (e) have been adopted by the political subdivision; and(2) personnel, who are not otherwise on leave status, have received training as required by subsection (g)(2).The certification shall be filed with the state board of accounts at the same time as the annual financial report required by section 4(a) of this chapter is filed. The certification shall be filed electronically in the manner prescribed under IC 5-14-3.8-7.

        (i) After June 30, 2016, if the state board of accounts finds during an audit of a political subdivision that:(1) the political subdivision has not adopted the internal control standards and procedures required under subsection (g)(1); or(2) personnel of the political subdivision have not received the training required under subsection (g)(2);the state board of accounts shall issue a comment in its examination report for the political subdivision. If, during a subsequent audit, the state board of accounts finds a violation described in subdivision (1)or (2) has not been corrected, the political subdivision has sixty (60)days after the date the state board of accounts notifies the political subdivision of its findings to correct the violation. If a violation is not corrected within the required period, the state board of accounts shall forward the information to the department of local government finance.

        Project goal:
        Projected completion date for the retirement of the Virtual VAX Mainframe is the end of 2013. See minutes for updates on City/ County applications residing on the Mainframe.

        Project Update:
        The VAX Mainframe was retired by Computer Services on August 22, 2011 after any remaining applications residing on it were moved to the Virtual VAX. Any applications residing on the Virtual VAX will be reprogrammed or moved to another application before the end of 2013. To view the status of programs actively being used, review the minutes below.

        As of December 2013, Dave Zaldivar of Computer Services has disabled all "Earth" users until it is determined that "Earth" can be shut down. Please contact Dave to request access to "Earth' if needed.

        2013-2014 ITAC Mainframe Retirement Subcommittee Information- Kronos Timekeeping Upgrade

        Project Goal and Updates:

        Project Goal:
        To explore options on upgrading the Vanderburgh County timekeeping system county wide and report those findings to the ITAC Board.  Vanderburgh County is currently on Kronos Timekeeper Central Windows V4.3 that runs on the XP operating system and cannot be upgraded. Since the XP operating system will no longer be supported by Microsoft in 2014, the subcommittee would hope to find a solution and have it in place early in 2014.

        Kronos Workforce Ready Demonstration:
        There will be a demonstration of Kronos Workforce Ready on Wednesday, February 26, 2014 at 1:00 PM in Room 318 of the Civic Center Complex.  The Vanderburgh County Timekeeping system  is currently Kronos Timekeeper Central V 4.3. The Kronos product Workforce Ready and the time terminals (clocks) that are available for the upgrade will be demonstrated by Jessica DeWitt of Kronos.

        Kronos Workforce Central Demonstration:
        There was a demonstration of Kronos Workforce Central on Thursday, June 27, 2013 at 1:00 PM in Room 318 of the Civic Center Complex.  The Vanderburgh County Timekeeping system  is currently Kronos Timekeeper Central V 4.3.         ITAC Subcommittee Reports:

        2013 Joint City of Evansville and Vanderburgh County MUNIS Taskforce

        Project Goal and Updates:

        On March 14, 2013 a joint MUNIS Taskforce meeting was held at 10:00 AM in the Auditor's Conference Room to discuss future MUNIS upgrades for the City of Evansville and Vanderburgh County. The group is to meet monthly to review the MUNIS release Life-Cycle Policy and determine what upgrade version to perform. The group will also coordinate a mutual date for future upgrades so that the upgrades can be implemented simultaneously for both the City and County.

        Announcements:

        • Upgrade to MUNIS V10.3 on LIVE for Vanderburgh County was implemented on Friday, August 16, 2013. All County Users are now able to access the MUNIS application. Please note that you must use the menu option to the left of the MUNIS dashboard (by clicking on the menu tab). The menu that previously was in the center of the dashboard is no longer available. Click on the MUNIS V10.3 link below for more information on navigating MUNIS.
        • The upgrade to MUNIS V10.3 for the City of Evanville was started on February 6, 2014 and was completed on Friday, February 7, 2014.

        • Arson hurts the entire neighborhood and city. Although three of every four intentional fires are started outside, most intentional fire casualties and property loss result from structure fires.
        • Fire departments responded to an estimated 53,700 intentional structure fires annually during 2005-2009. These fires resulted in 390 civilian deaths, 1,120 civilian injuries, and an estimated $1.1 billion direct property damage.
        • Intentionally set home structure fires are more likely to be set in the afternoon and evening hours, between 3 pm and midnight.
        • The bedroom is the leading area of origin for intentional home structure fires, while bathrooms are the leading areas in public properties such as stores, offices, or schools.

        Services of the Vanderburgh County Surveyor's Office

        • Land Surveying: Indiana requires private land surveys be conducted by a private land surveyor licensed to practice in the State of Indiana.
        • Find a Surveyor: Always hire a reputable, professional land surveyor licensed to practice in the State of Indiana. A listing of licensed land surveyors known to practice in the Evansville metropolitan area can be found here.
        • View Property Online: An aerial view of all property in Vanderburgh County, Indiana, complete with buildings, roads, streams, and other geographical and topographical data is available at the county's GIS Website. Individual offices maintain GIS sites and share layers of data, but some data may be specific to one or another of the various sites. The County Surveyor's GIS Website specifically includes section corner locations along with other layers of useful data.
        • Guidance: The County Surveyor reviews and recommends approval of drainage plans for new subdivisions and commercial and industrial projects within Vanderburgh County outside the limits of Evansville as well as the Town of Darmstadt to the Vanderburgh County Drainage Board. Approved plans are available for viewing in the County Surveyor’s Office. Drainage Plans of large subdivisions approved beginning in 2016 are available online. 
        • Enforcement: The County Surveyor can inspect and recommend enforcement of violations of the county’s storm water control ordinance. All major subdivisions developed in Vanderburgh County since 1994, outside the corporate boundaries of Evansville and Darmstadt, are subject to enforcement under the terms of the ordinance. The County Surveyor also can order the removal of an obstruction from a regulated drain within 10 days of notice.
        • Inspection: The County Surveyor inspects obstructions of natural surface drainage alleged in petitions filed with the county drainage board under statutory provisions of IC 36-9-27.4. The county surveyor also makes regular inspections of and reports on the condition of the county’s 80 miles of regulated drain.
        • Voting District Maps: The County Surveyor's Office working with Evansville City Council and the Vanderburgh County Commission has maps of Vanderburgh County’s voting districts. The maps are available for viewing at the County Surveyor’s Office, and are available online. The office also has maps of the State House and Senate Districts for those portions of the Districts within Vanderburgh County.
        • Legal Drains: The Vanderburgh County Surveyor's Office is responsible for 80 miles of legal drains. For a more detailed description of this service, visit our Legal Drains page.
