Your trash container and recycling carts assigned to the address of your house and are managed by Republic Services of Evansville.

Trash & Recycling pickup times may change occasionally.  To ensure pickup at your location, please have your cart(s) at the curb or other assigned pickup location, no later than 6 a.m. on the scheduled pickup day.

On your scheduled collection day, please have your cart placed for pick-up before 6 a.m. You will be notified if there’s a change to your pick-up location.

Trash services include:

  • Standardized 96-gallon cart for trash and yard waste (a 48-gallon cart is available upon request)
  • Weekly pick-up
  • Automated curb and alley pick-up
  • Spring Yard Waste Service (the first four full weeks in April)
  • Special unlimited leaf collection in fall (an eight-week period from mid-October to mid-December)
  • Christmas tree pick-up (with normal trash)

Yard waste, like grass and shrub clippings and tree limbs, should be placed in your 96-gallon cart with your trash. Never place trash or yard waste in your designated recycling cart. All of your trash and yard waste must be contained in your cart, except during designated times. Republic Services can also take away your Christmas tree. Pick-up will occur during the first full week of January on the same day as your trash collection.

Evansville uses 96-gallon (or optional 48-gallon) carts for automated curbside and alley pick-up. Customers should use one cart for trash and yard waste and one cart (with green lid) for recycling. If you require additional service for trash or recycling, you may contact Republic Service's Customer Service desk at (812) 424-3345. A one-time service fee of $100 will be charged per request, which entitles you to additional service at no additional monthly cost. The City of Evansville will supply an additional Cart with each request. Please note that only City of Evansville-supplied carts will be emptied.

Why Sewer Rates are Going Up

The Evansville Water and Sewer Utility will be raising sewer rates in the coming years to comply with federal mandates and to fix existing infrastructure. The first rate increase will go into effect on January 1, 2017, and rates will increase each year through 2020.

Through Renew Evansville, EWSU is meeting federal mandates to reduce water pollution and combined sewer overflows, plus create sustainable “green” solutions.

We are also repairing and maintaining Evansville’s sewer lines and wastewater treatment plants, and beginning the preliminary work on Bee Slough.

These projects require about $185 million in capital.

How will these increases affect my bill?

Starting in January, the average residential customer who uses 4,000 gallons a month can expect the following changes to their bill:

Internal Control Policy and Required Certifications:

INTERNAL CONTROLS

Internal controls are the policies and procedures used by management to ensure that their programs and functions operate efficiently and effectively in conformance with applicable laws and regulations. One purpose of internal control is to ensure that financial reporting of the financial statements and the schedule of expenditures of federal awards are completed accurately. It is also used to reduce the risk associated with fraud related to the operations of the governmental unit. Internal control is essentially a check and balance system over the operations. The foundation for a good internal control system starts with making sure that there are appropriate procedures in place to ensure that errors and fraud are either prevented or detected and corrected in a timely manner.

In order to have an effective internal control system, it is important to have proper segregation of duties. Segregation of duties is a common term referred to in relation to internal control. This means to have a separation of functions over certain activities that would provide internal control. The fundamental premise of segregation of duties is that an individual or small group of individuals should not be in a position to initiate, approve, undertake, and review the same action. An example of appropriate segregation of duties would
be having one individual prepare claims, having another individual review and approve the claims, and having a third individual sign the checks for payment of the claims. Without proper segregation of duties, it is difficult to have an effective system of internal control. Sufficient compensating controls would then need to be implemented. This might entail random verification and approval by the official at different points in the process or switching duties. There are two main advantages to implementing segregation of duties. The first is that fraud is more difficult to perpetrate when proper segregation of duties is in place because it would require collusion of two or more individuals. Secondly, with several individuals involved in the process, innocent errors are more likely to be detected and corrected. Officials have the fiduciary responsibility to ensure the proper accountability of financial activity. This is accomplished by making sure there is proper oversight, reviews and approvals.

IC 5-11-1-27:

(e) In the compliance guidelines authorized under section 24 of this chapter, the state board of accounts shall define and the audit committee shall approve not later than November 1, 2015, the acceptable minimum level of internal control standards and internal control procedures for internal control systems of political subdivisions, including the following:(1) Control environment.(2) Risk assessment.(3) Control activities.(4) Information and communication.(5) Monitoring.
The internal control standards and procedures shall be developed to promote government accountability and transparency.

(f) Not later than November 1, 2015, the state board of accounts shall develop or designate approved personnel training materials as approved by the audit committee, to implement this section.

(g) After June 30, 2016, the legislative body of a political subdivision shall ensure that:

(1) the internal control standards and procedures developed under subsection (e) are adopted by the political subdivision;and(2) personnel receive training concerning the internal control standards and procedures adopted by the political subdivision.

(h) After June 30, 2016, the fiscal officer of a political subdivision shall certify in writing that:


(1) the minimum internal control standards and procedures defined under subsection (e) have been adopted by the political subdivision; and(2) personnel, who are not otherwise on leave status, have received training as required by subsection (g)(2).The certification shall be filed with the state board of accounts at the same time as the annual financial report required by section 4(a) of this chapter is filed. The certification shall be filed electronically in the manner prescribed under IC 5-14-3.8-7.

(i) After June 30, 2016, if the state board of accounts finds during an audit of a political subdivision that:(1) the political subdivision has not adopted the internal control standards and procedures required under subsection (g)(1); or(2) personnel of the political subdivision have not received the training required under subsection (g)(2);the state board of accounts shall issue a comment in its examination report for the political subdivision. If, during a subsequent audit, the state board of accounts finds a violation described in subdivision (1)or (2) has not been corrected, the political subdivision has sixty (60)days after the date the state board of accounts notifies the political subdivision of its findings to correct the violation. If a violation is not corrected within the required period, the state board of accounts shall forward the information to the department of local government finance.

Internal Controls - Grant Procedures

Grant Reporting - Department:

Step One:

The Department will submit the grant application to the "Grantor" for approval.

Step Two:

Once the Grant application is approved, the grant agreement is sent to the Auditor to be signed.

Step Three:

Once the final grant agreement is provided by the "Grantor", the Department will bring the grant to the Auditor's Office for execution.

Step Four:

The Auditor's Office will create a file for each grant.

Step Five:

The Department must return a copy of the Awards letter, grant agreement, and a New Fund Request to the Auditor's Office. If it is a Federal Grant, a Federal Grant Summary Form must also be submitted.

Step Six:

The Department must fill out a Grant Monies Requested Form each time the County is to receive grant funding. The claim vouchers and request for advances supporting the
distribution should be attached to the form.

Step Seven:

A copy of all documents will be kept in their own grant file by fund in the Auditor's Office.


Grant Reporting in Gateway:

Step One:

The Bookkeeper in the Auditor's Office will pull individual grant files and a working spreadsheet for each fund.

Step Two:

The Bookkeeper will run reports from our Financial System.

Step Three:

Compare financial reports to the Bookkeeper's spreadsheet verifying receipts, invoices, quietus, to make sure they balance.

Step Four:

Once the financials are balanced to the grant files, that information is entered into Gateway.

Step Five:

After entering everything into Gateway, run a Grant report out of Gateway to insure the balances match to our financial system and the Bookkeeper's detailed spreadsheet.

Step Six:

The Bookkeeper's spreadsheet is sent to the appropriate department to verify receipts, disbursements, award numbers, CFDA numbers, and pass through entity information.

Step Seven:

The departments will verify all information, and make any corrections if necessary. The Departments will have to INITIAL next to each:

  • Receipt total,
  • Disbursement total,
  • Project Name and Description,
  • Federal Program name and Project Title,
  • Federal Agency,
  • Pass Through Agency,
  • CFDA Number,
  • Award Name,
  • Award Number
  • and Grant Type.

Step Eight:

Then the Federal Grants will be submitted in Gateway, and the grant reporting will be completed to the best of the Auditor Office's ability.

Kronos Logo Links to Kronos Workforce Ready (WFR):

Error on Pay Voucher & Punch Detail Reports In Kronos WFR

The TLS 1.2 Upgrade that was performed on Friday, July 20, 2018 by Kronos resulted in an issue running the custom Pay Voucher and Punch Detail reports for Kronos. When running, this error is received: The request was aborted: Could not create SSL/TLS secure channel.  A case with Kronos Global Support (KGS) was opened on Friday , July 20, 2018 at 9:35 AM and Chris Sabo of Kronos generated a fix on 7/26/18.

Fix for Error on Pay Voucher & Punch Detail Reports In Kronos WFR

On July 30, 2018, a new file for the Punch Detail Report was sent out that should be copied and pasted to your desktop for future use. 2014:

Project Goal:
To explore options on upgrading the Vanderburgh County timekeeping system county wide and report those findings to the ITAC Board.  Vanderburgh County was on Kronos Timekeeper Central Windows V4.3 that ran on the XP operating system and could not be upgraded. Since the XP operating system was no longer supported by Microsoft in 2014, the subcommittee would hope to find a solution and have it in place in 2014.

A contract was signed with Kronos and the Vanderburgh County Commissioners to implement Kronos Workforce Ready (WFR) on March 18, 2014. It was implemented County wide in three Phases. The Phases were as follows:

A User Interface Upgrade in Kronos Workforce Ready (WFR) was refreshed on December 2, 2015. Click here to see the changes to the screens in WFR. All functionality from the past is there. There are only visual changes which means that you may access certain functions differently than in the past in WFR.

Tip:  Timesheets on the new interface appear much larger than the previous interface. It has been suggested by Computer Services to "hold the CTRL button and simultaneously press either the + or - key and it will adjust the size."

 

 

 

 

East Wastewater Treatment Plant

The East Wastewater Treatment Plant (WWTP) is located on Waterworks Road, near the Ohio River. Treated effluent discharges to the Ohio River. The secondary design capacity of the East WWTP is 18.0 million gallons a day (MGD), while the primary treatment capacity is 34.6 MGD. The existing WWTP includes preliminary, primary, and secondary treatment facilities.

West Wastewater Treatment Plant

The West Wastewater Treatment Plant (WWTP) is located near the Ohio River on the west side of the city on Tekoppel Avenue. Treated effluent discharges to the Ohio River. The secondary design capacity of the West WWTP is 20.6 million gallons a day (MGD), while the primary treatment capacity is 39.5 MGD. The existing WWTP includes preliminary, primary, and secondary treatment facilities.

Lift Stations

Lift stations are used in a gravity collection system to lift (pump) wastewater to a higher elevation when the slope of the route followed by a gravity sewer would cause the sewer to be laid at an insufficient slope or at an impractical depth. Lift stations in Evansville vary in size and type depending on the quantity and height the wastewater is to be lifted.

Evansville has 92 lift stations, which are part of a telemetry system that is constantly monitored for general information or problems such as a high well or power failures. Eight hourly employees and two managers monitor the system 24 hours a day.

Wastewater Laboratory

The Evansville Wastewater Laboratory provides analytical services to both treatment plants year round This assures Evansville that only the best quality of water is returned to the Ohio River. In addition, the Evansville’s Wastewater Laboratory is in charge of monitoring local industrial sewer discharges to see that that meet all applicable standards and requirements. With a staff of six full time individuals, the laboratory completes over 30,000 analyses annually, with over 99% of the analysis being conducted in house.

Residuals

The residuals operation for the City of Evansville is responsible for the disposal of biosolids in compliance with the U.S. Environmental Protection Agency (EPA) and the Indiana Department of Environmental Management (IDEM). The EPA classifies biosolids as “the nutrient-rich organic materials resulting from the treatment of sewage sludge for the protection of public health and the environment, the EPA developed a policy – 40 Code of Federal Regulations (CFR), Part 503 – to govern the disposal and use of municipal sewage sludge. Both agencies encourage the beneficial use of biosolids as land application.

Sewer backups are a common problem in U.S. cities and towns.

Although municipal utility departments try to prevent such incidents, they still occur. The following information may help property owners and residents understand why backups happen, how they can be prevented and what steps citizens should take if a sewer backup affects their property.

What causes a sewer backup?

Sanitary sewers flow by gravity so they generally follow the natural slope of the ground. The sewer mains that the city owns and maintains are generally from eight to 15 feet deep, with some being much deeper. Sanitary sewer backups can be attributed to in either the city’s main sewer lines or in the private sewer service line, which the property owner owns and maintains (sewer line between buildings and the city’s main sewer line).

Causes of a backup may include pipe breaks or cracks due to tree roots, system deterioration, insufficient system capacity due to residential or commercial growth, or construction mishaps. In home and office plumbing systems, a frequent cause is accumulation of grease, tree roots, hair or other solid materials that are too large for wastewater pipes to handle.

Another frequent cause of blockages within the city’s system is vandalism. Report criminal activity by calling (812) 421-2130 to alert the sewer department and prevent backups from occurring.

How could a sewer backup affect me?

If the backup occurs in a city maintained line, the wastewater will normally overflow out of the lowest possible opening. In some homes - especially those with basements, or where the lowest level is even with the sewer lines - the overflowing wastewater may exit through the home’s lower drains and toilet.

What should I do if sewage backs up into my home?

First, take action to protect people and valuable property:

  • Keeping in mind that ceramic plumbing fixtures such as toilets are fragile, quickly close all drain openings with stoppers or plugs. Tub, sink and floor drains may need additional weight to keep them sealed.
  • Don't run any water down your drains until the blockage has been cleared.
  • Check with neighbors to determine if the backup appears to be in your neighbor's wastewater line, and/or widespread in your neighborhood. If it is, call (812) 421-2130.
  • Call a plumber if the problem is in your lateral service line.

If I call the city, what will they do about a sewer backup onto my property?

  • You will be asked questions about the backup timing, location, the property at risk, etc.
  • City personnel will check for blockages in the main line. If found, the blockage will be immediately cleared.
  • If the main line is not blocked, you will be advised to call a plumbing or sewer contractor to check your service line. Click here for the handbook on customer rights and responsibilities.
  • To minimize damage and negative health effects, you should arrange for clean up of the property as soon as possible. There are qualified businesses that specialize in this type of clean up and restoration.

How can I prevent sewer backups?

  • Avoid putting grease down your garbage disposal or household drain.
  • Never flush disposable diapers, sanitary napkins or paper towels down the toilet.
  • If the lateral line in your older home has a jointed pipe system, consider whether the roots of large shrubs or trees near the line could invade and break pipes. It is a good idea to know the location of your lateral line(s). You can call the sewer department for assistance in locating where your service line connects to the city’s sewer main. Your plumber may be able to help you further determine the service line location too.
  • If the lowest level of your home is below ground level, such as a basement floor drain, consider installing a backflow valve on the lowest drain(s). You may also use a plumbers test plug to close these drains when not in use.
  • For further information about preventive measures, contact a licensed plumber or visit your nearest plumbing supply dealer.

What does the municipality do to prevent this problem?

Reasonable effort by the City is undertaken to prevent backups in the public wastewater system before they occur:

  • Sewer lines are specially designed to prevent accumulation and stoppages.
  • In addition, we have maintenance crews that are devoted to inspecting and cleaning wastewater lines throughout the city on a regular schedule.
  • Degreasing chemicals are also injected into lines in areas that are prone to stoppages, such as those near restaurants, apartments or high-density housing developments.
  • Even with our maintenance schedule, however, backups are often beyond the city's control. Most that do occur are confined to the sewage pipeline, rather than backing up into a home.

Will insurance cover any damage to my home or property?

In the majority of cases, a special rider will need to be added to your homeowner’s or renter’s insurance policy to cover damages related to sewage backups or water damage. The city does not assume financial responsibility for damages resulting from sewage backups, since most stoppages are related to conditions that are beyond the city’s control.

How and where should I report a sewer backup?

Emergency crews are on call 24 hours a day, 7 days a week to assist you. In an emergency such as a sewer line backup, or if you observe any vandalism associated with the wastewater or sewer lines, contact Emergency Sewer Services at (812) 421-2130.

    Upgrade to MUNIS V10.5

    In order to process 2016 year end 1099s and W-2s in MUNIS, Vanderburgh County upgraded to V10.5. The upgrade to MUNIS LIVE V10.5 was completed on August 29, 2016.

    Along with the upgrade to V10.5, Tyler Dashboard was also upgraded to V5.8 and Tyler Content Manager (TCM) was upgraded to V4.1.  One of the most notable changes for TCM was that in order to view attached documents, you will use the paper clip icon instead of the camera icon.

      Trash and recycling collection of refuse is available to residential structures with five or fewer units. A residential unit is defined as an occupied or unoccupied single-family residential dwelling unit. This includes each individual housekeeping, living or dwelling unit of a multi-family building. Multi-family units that have a trash dumpster on site may opt out of this service and have charges dropped.

      Currently, there are 47 Neighborhood Associations registered with United Neighborhoods of Evansville (UNOE).       The heavy trash collection program is available to residents of the City of Evansville in fall and spring.

      The heavy trash contractor will not pick up trash that would normally be picked up as part of the regular weekly collection.

      Heavy trash, or bulky trash, includes but is not limited to the following items: furniture, such as sofas, tables, chairs, mattresses and box springs; appliances, including stoves, refrigerators, washing machines, clothes dryers and water heaters; and building materials and construction debris. No electronics, such as televisions, stereos, or computers and accessories will be picked up!

      No more than two of each type of appliance will be collected per address. Carpet must be rolled in sections no longer than 4 feet and no bigger than 2 feet in diameter. Loose building materials and construction debris must be placed in a container. Nails need to be removed. These containers should be no heavier than can reasonably be lifted by two average adults. Containers should be strong enough to not break apart while being lifted even if they are wet. Automobile parts, automotive or household batteries, tires, computer equipment or hazardous materials will not be picked up. Privacy fence sections must be cut in half or to a smaller manageable size. No concrete blocks, bricks or steel poles are permitted.

      Heavy trash should be placed wherever your trash is normally collected from the home, whether at the curb or in the alley. All heavy trash items must be set out before 6 a.m. on the scheduled collection day.

      Heavy Trash Pick-up Dates

      To assist residents with extra yard waste generated while cleaning up their yards in the spring, the City’s Automated Trash Program provides an annual service for unlimited yard waste to be picked up during the first four full (4) weeks of April.

      The yard waste needs to be properly contained in plastic bags, in tied bundles or loose in containers. No special bags are required because this waste will be going to the landfill with your regular trash.

      The current Trash & Recycling Program only allows for the emptying of one (1) trash and one (1) recycling cart which are supplied by the City. Extra materials outside the carts will not be picked up except during the “Annual Spring Yard Waste” four (4) week period and the “Fall Leaf” eight (8) week period.

      We encourage residents to recycle as much as possible to make room for additional volume in their trash and yard waste cart. If you require additional service for trash or recycling, you may contact Republic Service's Customer Service desk at (812) 424-3345. A one-time service fee of $100 will be charged per request, which entitles you to additional service at no additional monthly cost. The City of Evansville will supply an additional Cart with each request. Please note that only City of Evansville-supplied carts will be emptied.

      The Annual Fall Leaf Pick-up lasts eight weeks in the fall, from mid-October to mid-December.

      This annual service is available to City residents who pay for trash service with their water bill, including newly annexed areas. Apartment complexes, mobile home communities and business/commercial customers are not eligible.

      Leaves must be contained in biodegradable plastic or paper leaf bags, or in containers, and placed separately from where the normal weekly trash is collected. The bags or containers should be placed at the pickup location before 6 a.m. on the normal days of collection. These bags should only be placed at the pickup location on your normal day of trash collection.

      Leaves not in biodegradable bags that do not meet these requirements will not be picked up. Residences with leaves not in the biodegradable bags will be notified to re-bag their leaves in biodegradable bags, and they will be picked up the following week.

      If a customer has put their leaves out according to the requirements above, yet feels they were missed, they can call Republic Services at (812) 424-3345 within two days to report a possible missed pick-up.

      Street sweeping, another service provided by Republic Services of Evansville, covers the entire City of Evansville.

      Sweeping occurs in the following areas:

      • Downtown business district – once per week
      • Main thoroughfares and arteries into Evansville (including state highways) – once a month
      • Residential areas – twice a year (once in the spring and once in the fall)

      Evansville provides a convenient single-streamed recycling program.

      Trash & Recycling pickup times may change occasionally.  To ensure pickup at your location, please have your cart(s) at the curb or other assigned pickup location, no later than 6 a.m. on the scheduled pickup day.

      That means you don’t need to sort your recyclables. They can all go into the same cart. All eligible recycled materialsTrash Container should be placed into the 96-gallon green-lid cart provided by Republic Services. A 48-gallon cart is available upon request.
