POSITION: Sewer Capital Projects Manager RATE: Up to $69,538.50 annually
DEPARTMENT: Water & Sewer Utility FULL TIME

Oversee project development and implementation of sewer capital projects. Coordinates oversight with account and engineering consulting firms and construction contractors. Understands the program cash flow needs and assists CFO with sewer rate increase timing and revenue bond needs. Tracks project costs and existing project scheduling and financing and recommends adjustments in timing and financing. Assists with scope development, preliminary design, final design, and construction engineering services contracts. Analyzes and recommends wastewater treatment and sludge disposal methods. Reviews cost benefit analyses and advanced facility plans. Reviews and recommends equipment for use in wastewater processing. Verifies all consultant and contractor deliverables. Performs other duties as assigned and assists other employees as required.


Bachelor of Science degree in civil, environmental, or sanitary sewer engineering. Professional Engineer certification is preferred. Five (5) years of technical experience related to wastewater process or construction management, preferably in public works and municipal infrastructure development with at least two (2) years of supervisory experience is required. Registered as a professional engineer in Indiana is preferred. Other combinations of training, education and experience that provides the knowledge, skills, and ability to perform the functions of this position may be considered. Knowledge with ArcGIS, E-Builder, and Tyler Munis is preferred. Experience with contract negotiation and SRF funding is preferred.  Must obtain/maintain a valid Driver’s License. Should possess practical knowledge of tools, machinery and equipment of the trade with good mechanical aptitude and knowledge of sewer collection system service area.
